[演講公告]Geopolitics of Evacuation and Emergence (緊急與疏散的地緣政治)

It seems that we are living in a time of endless emergencies. From global warming and climate change to terrorism to the crises associated with refugees and displacements, discourses and images of catastrophe and emergency permeate contemporary society. Critical scholars have argued that the constant fears of emergency situations have ushered in a ‘state of exception’ (to use Italian philosopher’s Giorgio Agamben’s term) that allows the possibility of the state in appealing to drastic and extreme measures to enhance human security and protect lives. Insofar as emergencies hinge on uncertain futures, geographers have investigated various logics of anticipatory action that state actors have utilized to manage and mitigate these precarious futures ‘in the present’. This lecture will focus on Peter Adey’s recent engagements with one such anticipatory logic—preparedness—that delves into the development of capabilities and resiliences to enable critical and efficient responses after the development of an emergency. In particular, Adey’s investigations of evacuation as an emergency preparedness strategy deserve attention insofar as it adopts a novel approach to conceptually merge the idea with extant debates on mobilities. Evacuation mobilities, as Adey calls it, eschews presenting evacuation as a purely technical act or engineering solution that is devoid of politics. Rather, it opens up opportunities to think about the transformations in mobility infrastructures as well as the geopolitics of mobility in moments of evacuation. Ultimately, Adey’s writings compel us to think about difficult questions related to the politics of who is evacuated, how and with what consequences so that we can move towards a more equitable world where (evacuation) mobilities justice matters.

講者簡介:

Chih Yuan WOON is an Associate Professor in the Department of Geography, National University of Singapore. His research interests include geographies of peace and nonviolence, postcolonial geographies and issues related to war, security and terrorism. Currently, he is examining the geopolitical implications of China's 'rise', contextualizing such debates through the 'Belt and Road' Initiative as well as China's ongoing interest and interventions in the Arctic region.
