Developmental State with ‘Gangnam(江南) Style’: Accumulation by Dispossession and Urban Development in South Korea’s Late Industrialisation Context

In an attempt to understand the origin of Seoul’s vertical accumulation exemplified by the high--‐rise residential development, we examine the historical development of an area known as Gangnam in Seoul as the residential prototype that the South Korean developmental state created in the 1970s. We analyse the various policy measures that the state used to create this prototype and their effects on accumulation in the housing and construction sector. We argue that Seoul’s vertical accumulation started in Gangnam in the 1970s as the nation state’s deliberate prescription to address the housing shortage in Seoul and that Seoul’s high--‐density residential landscape is the making of the South Korean developmental state, thus the coining of the term “the developmental state with Gangnam style”. To support this argument, we discuss various means of dispossession, which were implemented by the state in the 1970s. These include the transfer of public assets to private hands, the designation of certified firms to provide them with preferential treatments for housing construction, and the growth of individual capital through merger and acquisition in order to produce the financial and technical capacity to carry out large--‐scale estate construction. Based on this empirical study of Seoul, we attempt to make a theoretical contribution to the understanding of the state’s role in the appropriation of land and capital accumulation within a late industrialisation context.
講者簡介:
Jung Won Sonn is a lecturer (the equivalent of Assistant Professor in the UK academic title system) at Bartlett School of Planning, UCL, University of London. He received his PhD in Urban Planning at UCLA after doing his MA in City Planning and his BA in Engineering at Seoul National University. Dr. Sonn's research is focused on two themes within the regional economic development realm: 1) economic geographical analysis of R&D and 2) political analysis of regional economic planning. He has been the recipient of such prestigious fellowships as the Benjamin Stevens Fellowship (North American Regional Science Association), the Leverhulme Early Career Fellowship (Leverhulme Foundation) the Marie Curie Fellowship (European Commission).
